Biographical/Historical:     Executive Order number 92-320, signed October 6, 1992, created the Commission for Governmental Accountability to the People.  The Commission assumed the responsibilities of Partners in Productivity (Executive Orders 90-351 and 91-72).  In addition, the Commission was to examine and evaluate the performance of Governor's agencies in meeting the goals and objectives contained in those agencies' strategic plans.  Prior to the passage of Chapter 94-249 (Laws of Florida) the Commission could only solicit the participation of agencies outside of the Governor's control.  This law provided the Commission with the legislative mandate it needed to include all state agencies in its activities without regard to the arrangement of those agencies in the Cabinet System.  In 1996 the Commission was removed from the administrative organization of the Executive Office of the Governor to the Dept. of Management Services.  It operated until 1999 when no further funds for it were appropriated.
Summary:     This series contains the records documenting the operations and activities of the Commission on Governmental Accountability to the People, which Commission studied the agencies of state government to establish whether or not government was delivering useful services to its citizens.  These records include minutes, correspondence, surveys, video and audio tapes, reference materials, and reports of the various committees and the Commission.  A large portion of the series is labeled as Project Case Files.  These files contain the backup materials used by the committees and Commission in conducting business.  They may include correspondence, surveys, and reports from governmental and nongovernmental entities in Florida as well as outside of the state or nation.
