Biographical/Historical:     Arthur "Art" Roy Hallgren (1920-1989) was born in New York City and moved to Miami, Florida with his wife Elaine and their three children in the 1940s. In 1950, he was working as a census taker for the United States Department of Commerce. From the 1960s until his retirement in 1980, Hallgren served as executive vice president and director of the Florida chapter of the AFL-CIO (American Federation of Labor-Congress of Industrial Organizations).

    The Florida AFL-CIO formed in 1958 with the merger of the Florida American Federation of Labor and the Florida Congress of Industrial Organizations. It is a federation of labor unions within the state affiliated with the AFL-CIO. The federation is involved in legislative and political activities, labor movement advocacy, research, member mobilization, and education. Central Labor Councils (CLCs) act as regional representatives for union members and the State Federation.

Summary:     This collection contains the papers of Art Hallgren relating to his activities as vice president and later director of the Florida AFL-CIO. The records document Hallgren's interests and involvement in a variety of local, state, and national issues regarding laborers, labor unions, elections, and more. The types of records include correspondence with national and Florida AFL-CIO officers; local, state, and national labor newsletters; annual convention programs, proceedings, and related documents; legislative materials; news clippings; photographs of various Florida AFL-CIO events; and labor school manuals.
