Biographical/Historical:     The Intergovernmental Affairs Policy Unit was established within the Executive Office of Planning and Budgeting to coordinate and facilitate statewide efforts to maximize the return of federal funds to Florida.  The functions of this unit include:  1) creating an on-line statewide database on federal and foundation grant opportunities to track grants from application to award;  2) developing a "Grant Alert" network to notify state agencies and institutions of all potential funding available to them;  3) drafting special reports which will include an analysis of federal grant funding received by Florida;  4) coordinating statewide efforts to gain additional federal funds and provide technical assistance to Florida agencies;  5) developing seminars and workshops for state agency personnel to improve grant seeking skills;  and 6) doing comprehensive "computer modeling" and analysis of all federal formula programs to determine optimal changes which would benefit the level of revenues received by the state.
Summary:     This series documents the development of an automated system to track the federal funds provided to Florida agencies.  The Intergovernmental Affairs Policy Unit created the Federal Aid Tracking System (FATS) in 1992.  In 1994 the FATS was fully automated and placed on line for direct access by all state agencies.
The series contains lists of codes used for data entry; correspondence, memoranda, and notes for the set up and use of the system; presentation, notes and user's guides for the system; reports, surveys and data files sent to the Unit by state agencies detailing federal aid received; user's guides of Federal Assistance Award Data System (FAADS, the system used by the federal government to track financial assistance provided to states); and a sample Catalog of Federal Domestic Assistance (CFDA, a summary of federal aid programs).  It also includes one folder regarding a 1995 Cuban entrants cost/impact analysis.
The series also contains 139 floppy disks containing FAADS data files received from the U.S. Dept. of Commerce, Bureau of the Census; CFDA catalogs summarizing Federal domestic assistance programs; FATS data files; and MS_DOS system backup files.
