Each county in Florida is a single school district and the County Superintendent of Schools, whether governor-appointed or publicly elected, is responsible for administration of the district's school system. Fom 1939 to 1968, County Superintendents reported to the Superintendent of Public Instruction as the head of the State Department of Education.
The Jefferson County School Board, or Jefferson County School District, is a public school district in Jefferson County, Florida and headquartered in the county seat of Monticello. It is a rural and predominately Black community.
Summary:
This series contains administrative files of school superintendents of Jefferson County, Florida, the bulk of which date from the terms of Ardney J. Boland (1948-1952) Desmond M. Bishop (1953-1970s). The types of records include correspondence, memoranda, annual and monthly reports, daily records, and financial ledgers. These records document the general administrative functions of county superintendents and their involvement in various operations such as school lunch programs, cooperative extension education, summer school, and building construction and improvements. The records also document the local implementation of statewide education administration. Other superintendents represented within the series are W. M. Scruggs (1920-1929), B. J. Hamrick (1930-1937), and W. J. Bullock (1937-1948) [dates approximate].
Notable within the series are public health nurse's monthly reports to the State Board of Health, which document subjects from home hygiene to midwifery, as well as testing for diseases including diphtheria, typhoid, smallpox, tuberculosis, and parasites. The records also document divisions and discrepancies between Black and white schools prior to desegregation and contain information on the county's Black schools, primarily Howard Academy and Monticello Negro School, such as their construction, classroom attendance, student transportation, and funding.
