Biographical/Historical:     The 1968 Constitution required that a Constitution Revision Commission be appointed in 1978, 1998 and every 20 years thereafter to review Florida's State Constitution, draft revisions, and submit them to Florida voters.  The Florida Constitution Revision Commission was created in 1997 and was composed of thirty-seven members.  The Commission met for one year, travelled throughout the State of Florida, identified issues, performed research, and recommended changes to the Constitution which were approved by Florida voters in November 1998.
    The Constitution Revision Commission Steering Committee was created by Executive Order 96-194 on the 20th of June, 1996 to maximize the effectiveness of the Constitution Revision Comittee by developing the necessary procedural and substantive framework so that the commission, when appointed, could immediately begin its work.  The steering committee was advisory in nature.
    The steering committee was directed to disseminate information to the public regarding the constitution revision process, propose a commission budget, develop issues for consideration by the commission, perform necessary research, develop proposed rules of procedures, develop a proposed committee structure for the commission, gather information, and prepare and review any other matters that would facilitate the operation of the Constitution Revision Commission.
    The steering committee, composed of five persons, was in existence until the first meeting of the Constitution Revision Commission.  It made written recommendations to the Governor and the Legislature for a budget for the 1997-1998 Constitution Revision Commission.
Summary:     The series documents the steering committee's activities in facilitating the upcoming constitution revision process.  The records include Executive Order 96-194 creating the steering committee; correspondence of committee members to Senators, House Representatives, judges, justices, and the public concerning suggestions for constitution revision; meeting files of the committee; committee newsletters; and the final report and related records of the committee.
