Biographical/Historical:     Daniel Robert "Bob" Graham was the thirty-eighth Governor of Florida, serving two terms from January 2, 1979 to January 3, 1987. Graham was elected to the Florida House of Representatives in 1966 and then to the state Senate in 1970.  Governor Graham's Special Assistant for International Affairs aided the governor on matters related to international affairs and Florida's immigrant residents. The Special Assistant additionally coordinated programs on education, travel, commerce and licensing with foreign nations, specifically in the Caribbean and Central America.

Summary:     Subject files of Joseph Thomas, Governor Bob Graham's Special Assistant for International Affairs, primarily document Cuba, the Caribbean, and Central America.  The series includes reports on cooperative education and commercial development between Florida and Venezuela, Haiti, Puerto Rico, Cuba, and the Caribbean.
