Summary:     The series contains the minutes of the State Welfare Board (July, 1937 - June, 1969) and its predecessors, the State Board of Public Welfare (December, 1927 - June, 1935) and the State Board of Social Welfare (September, 1936 - June, 1937).  There is quite a bit of overlapping of date spans between the volumes because the Board maintained two sets of books.  One set of books contains the official minutes, and the other set contains the backup materials to the minutes.  There is a gap in the minutes from July, 1935 to August, 1936.
    The minutes document topics of discussion, decisions made, and actions taken by the Board.  Included in the minutes are committee and hearing reports, information regarding the issuance of licenses for operating child welfare institutions and agencies, and other associated materials, including some correspondence relating to agenda items.  The minutes reflect the Board's involvement in establishing public welfare programs in dealing with the aged, physically handicapped, children, and migrant labor.
