Biographical/Historical:     In 1970, the Department of Health and Rehabilitative Services established locally-administered and locally-controlled community mental health boards (Chapter 70-109, Laws of Florida). The purpose of the boards was to improve the effectiveness of necessary mental health services and to integrate state and community operated mental health programs into a unified mental health system. In addition, the boards were to provide, through the participation of local governments, a means of allocating state mental health funds according to community needs. The legislature dissolved the mental health boards in 1984 and established Alcohol, Drug Abuse, and Mental Health Planning Councils for the districts (Ch. 84-285, Laws).

Summary:     This series contains the administrative files of the Mental Health Board of District IV, which covered Florida's northeast counties. It includes the files of its two operating committees: Sub-District A representing Duval, Baker, Clay, and Nassau Counties and Sub-District B representing Volusia, Flagler, and St. Johns Counties. Also included are records of the Mental Health Board of Volusia County District. The records in this series include correspondence, reading files, subject files, fiscal records, meeting materials, statistical reports, and annual reports. The topics cover many community mental health matters such as alcoholism and drug abuse; mental health services for children and youth; the Baker Act; deinstitutionalization; and mental health facilities and programs.
