Biographical/Historical:     The Division of Family Services was created in 1969 as part of the Department of Health and Rehabilitative Services (Chapter 69-106, Laws of Florida). It assumed the duties of the State Welfare Board. The Division administered social welfare programs including child welfare services, old age assistance, family planning programs, and assistance for Cuban refugees and repatriated Americans. The Legislature abolished the Division in 1975 and assigned its tasks to various program offices within the Department of Health and Rehabilitative Services (Ch. 75-48, Laws).

    The Cuban Child Welfare Program was a federal program implemented in 1961 as part of the Cuban Refugee Program to accept unaccompanied refugee children for temporary placement into foster care or state institutions. The principal port of entry was Miami, so the Florida Department of Public Welfare set up the Miami Cuban Refugee Emergency Center to be the focal point of registration, assistance and resettlement.

Summary:     This series contains records from the Cuban Child Welfare Program, an element of the Division of Family Services and its predecessor agency, the Social Welfare Board. The records include correspondence and memos on Cuban children regarding special transportation requests, medical arrangements, and general case planning. The records also include placement forms, biographies and case histories to determine the specific needs of individual participants in the Cuban Refugee Assistance Program.
