Biographical/Historical:     The Dept. of Transportation was created in 1969 by the reorganization of eight state agencies into one single department to manage Florida's transportation systems (Ch. 69-106, Laws).  The Department oversees, licenses and/or inspects highways, bridges, airports, rail lines, and public transit systems.  It conducts research and develops policies for a state comprehensive transportation plan; coordinates the transportation services of government agencies and private sectors; and directs the design, construction, and maintenance of the state highway system.
Summary:     This series consists of planning and study reports and correspondence for waterports, railroad projects, highway and street systems, and the Sunshine Skyway Bridge from 1963 to 1990. Included in this series are study designs, final study results, papers, publications, layout plans, maps and research papers.
    The railroad studies concern light density railway projects in several communities in Florida from 1977 to 1988.  The studies included are the "Pensacola Urbanized Rail By-Pass," "An Essential Railroad for Florida (The Florida Rail Plan)," and the "Arcadia to Vanderbilt Beach: A light Density Line Analysis."  Also included is a folder concerning the merger of Seaboard Coastline Railroad and Chessie System, Inc.
    The waterport study is the Florida Waterport Systems Study prepared in 1978.  The study has been divided into one summary volume and seven technical supplements entitled,: Summary Report (not included), Environmental Analysis, Land Use Atlas, Port Profiles (not included), Throughput Capacity, Waterborn Commerce Forecasts, and Management Information Systems.  These documents present profiles of the public ports of the State, analyze their importance to foreign and domestic commerce of the State, and assess the problems and needs associated with the State's Waterport System.
    Highway and street system records pertain primarily to Orlando, Brooksville, and Pensacola. These contain procedure manuals, technical reports, field studies, and highway maps, among other records, 1963-1990. Included with these records are a 1964 State Roads Department summary of bids and a series of aerial photographs (believed to be Miami) from 1962.
    The material in this series concerning the Sunshine Skyway Bridge was prepared between 1981 and 1984.  There is a paper entitled "An Evaluation of Strategies for Reducing the Risks Posed By Vessel Navigation Under the Replacement Sunshine Bridge Skyway" delivered at the Sixth CAORF Symposium and a study entitled "An Investigation of the Relative Safety of Alternative Navigational System Designs for the New Sunshine Skyway Bridge: A CAORF Simulation" prepared by the Computer Aided Operations Research Facility (CAORF), part of the National Maritime Research Center. The latter study appears to be the first part to a larger study for the Dept. of Transportation.
