Biographical/Historical:     In 1972, Congress amended the Social Security Act with Public Law 92-603. The revision established Professional Standards Review Organizations (PSROs) to ensure "that the services for which payment may be made under the Social Security Act will conform to appropriate professional standards for the provision of health care" within a particular geographic area. Made up of licensed physicians, PSROs are responsible for reviewing the medical necessity, appropriateness, and quality of inpatient admissions to hospitals and length of patient stays.

    Designation of PSROs is the responsibility of the U.S. Secretary of Health, Education and Welfare and organizations apply for designation through formal plans or proposals. The Secretary grants conditional designation for an organization as a trial period, and if the organization performs well, it can submit another application for full designation. In 1977, with Public Law 95-142, Congress began requiring state Medicaid agencies and the Governor's Office to review the proposals and plans before submitting their comments to the Secretary.
