Biographical/Historical:   The Dept. of Natural Resources was created in 1969 (Ch. 69-106, Laws), combining the functions of the State Board of Conservation; the Canal Authority; the Commission on Marine Sciences and Technology; the Florida Keys Aqueduct Commission; the Board of Parks and Historic Memorials; the Outdoor Recreational Development Council; the Board of Drainage Commissioners; and the Suwannee River Development Authority.  In 1975, the Board of Trustees of the Internal Improvement Trust Fund also became part of the Dept. of Natural Resources (Ch. 75-22, Laws).
    The Department was responsible for the administration, supervision, development, and conservation of the natural resources of Florida.  The Governor and Cabinet headed the Department and appointed an Executive Director who managed the Department. The 1993 Legislature combined the Dept. of Environmental Regulation with the Dept. of Natural Resources into a new Dept. of Environmental Protection (Ch. 93-213, Laws).
    The National Wild and Scenic Rivers System was established by federal legislation of October 2, 1968.  Florida following on January 11, 1972 when the Governor and Cabinet, sitting as the Dept. of Natural Resources Executive Board, approved a state Scenic and Wild Rivers System to preserve the aesthetic and wilderness qualities of exceptional rivers and streams in the state.  Rivers or segments of rivers were selected for study based on their geographic distribution, diversity of type, number, length, character of banks, water quality, state of development, and accessibility. "Scenic" rivers were selected primarily for protection of their scenic or aesthetic qualities, while "wild" rivers were selected primarily for protection of their wilderness or essential natural qualities.  Dept. of Natural Resources staff studied each river selected and made recommendations for or against their designation as scenic or wild rivers, and the Dept. of Natural Resources Executive Board conferred formal designation based on these recommendations.  The Department then acted on these designations by acquiring property rights along the designated areas and instituting river management plans.
Summary:     This series contains records and information compiled in the development, administration, and coordination of the state and federal river designation program.  The records document the activities of Dept. of Natural Resources staff in studying and designating as scenic or wild selected rivers or segments of rivers in Florida.  Included in the series are general administrative files and individual site files containing correspondence and memoranda of Department staff and members of study teams and advisory committees; site maps; land use classification maps; land ownership records; legal boundary descriptions; water analysis data; and draft reports and river studies.  The series contains individual site files for the Econfina Creek, Hillsborough River, Loxahatchee River, and Wekiva River; the Econfina Creek is particularly well documented.
