Terms Governing Use: The videotapes cannot be duplicated without the permission of the Legislature (Public Records Law exemption 119.071(1)(e).  Researchers seeking disclosure of videotapes or video signals in this series  depicting open public meetings of the Senate should request permission from The Florida Channel (successor to Florida Public Broadcasting). The Senate's approval of disclosure is contingent upon the inquirer's agreement to comply with any conditions placed upon use by the station.  Questions about whom a researcher should contact concerning disclosure or duplication of a specific videotape or signal should be directed to the Senate General Counsel's Office.
Biographical/Historical:
Summary:     These are videotapes of hearings held by the House Select Procedural Reform Committee in April, 1991.  The hearings were held to investigate charges that Rep. Fred Lippman and his staff director Ken Sarvis sexually harrassed Lippman's former aide Kathie Jennings from 1983-1986 while serving on the House Regulatory Reform Committee, and that Jennings was paid $47,000 in return for her silence regarding the case.
    The videotapes document the testimony of witnesses called before the committee as well as the deliberations of the committee once testimony had concluded.  Witnesses included Jennings, Lippman, Sarvis, and other Regulatory Reform Committee members and staff.
    The hearing committee split 3-3 on the sexual harrassment charges and recommended only a letter of admonition to Lippman for "failing to watchfully guard the responsibility of his office."
