Summary:     This series contains the Dept. of Education's education lottery campaign files from 1983 to 1986.  It documents the campaign of Commissioner of Education Ralph D. Turlington and the non-profit corporation, E.X.C.E.L. Education Excellence: An Education Lottery, to gain support for a Florida education lottery.  It contains correspondence, campaign literature, and miscellaneous files maintained by Commissioner Turlington, as head of E.X.C.E.L.
    The records include material from two notebooks which contained background material gathered in 1983-1984 regarding the issue of state lotteries and casino gambling.  It contains newspaper and magazine articles, editorials, and letters to the editor from February, 1985 to October, 1986 related to the Florida lottery and casino gambling.  All the major Florida newspapers are included. The clippings document the campaign for and against the education lottery amendment 5 and casino gambling amendment 2 which were on the November ballot in 1986.
