Biographical/Historical Note:     The State Personnel Board was created in 1955 (Ch. 29933, Laws) and consisted of the Governor and Cabinet, who appointed the members of the Merit System Council (Ch. 29933, Laws; Ch. 110, FS).  The Council was created in 1955 to recommend to the Personnel Board rules and regulations regarding pay, uniform leave, and position classification.  The Council also heard appeals on dismissals and other disciplinary actions.  The Board adopted these rules and regulations and reported biennially to the Legislature.  The Board could also review the decisions of the Council.  The Board became the Division of Personnel and Retirement, Dept. of Administration, in 1969 (Ch. 69-106, Laws).
