Biographical/Historical Note:     The Division of Licensing was created in 1974 (Ch. 74-272, Laws) as a part of the Dept. of State.  The Legislature assigned to the Division the responsibility for licensing and regulating private detectives, security guards, law enforcement and emergency service associations, repossessors, game promotions, statewide concealed weapons licensure, and all charitable organizations seeking contributions.  The Division also registered all consumer protection organizations.  On January 3, 2003, the effective date of a 1998 constitutional amendment eliminating the office of Secretary of State from the Cabinet and making the department responsible to the governor, the division was transferred to the Dept. of Agriculture and Consumer Services.
