Biographical/Historical Note: The first Legislative Council was a unicameral body organized by President James Monroe and the United States Congress on March 30, 1822 (3 U.S. Statute 654). Following the practices of the Northwest Ordinance of 1787, the first Council was appointed by the President and Congress and consisted of 13 members from Florida's two counties, St. Johns and Escambia. Congress continued to appoint the Council until 1826, when the Council was made elective (4 U.S. Statute 164, May 15, 1826). Congress provided for a bicameral Legislative Council in 1838, consisting of a House of Representatives and a Senate (5 U.S. Statute 263, July 7, 1838). The House members, one from each county, were elected for one-year terms. Senators were elected for two-year terms. The Senators were from the judicial districts as follows:  three from west Florida, four from middle Florida, three from east Florida, and one from south Florida. The Legislative Council met annually, with the last Council meeting in January 1845.
