The Online Catalog allows searching and browsing of information about the Florida State Archives’ holdings of over 48,000 cubic feet of state and local government records and historical manuscripts. The catalog provides descriptions of over 3,400 collections and lists the contents of containers and folders in many of those collections. Biographical/Historical Note:     The State Coordinating Council for Early Childhood Services (SCCECS) was created in 1989 (Ch. 89-379, Laws of Florida) as an independent, nonpartisan body not to be identified or affiliated with any one agency, program or group.  The Council was created to ensure coordination among the various agencies and programs serving preschool children; to facilitate communication, cooperation, and maximum use of resources; and to promote high standards for all programs serving preschool children in Florida.  Administrative support for the Council was assigned to the Department of Education and the Department of Health and Rehabilitative Services in alternate years.
    Initially, the Council consisted of 27 members appointed by the Governor (5 members), the Commissioner of Education (7 members), the Secretary of the Department of Health and Rehabilitative Services (7 members), the President of the Senate (4 members), and the Speaker of the House of Representatives (4 members). In 1990, the Legislature expanded the Council's duties to include teen pregnancy prevention (Ch. 90-358, Laws).  To facilitate these activities, three seats were added to the Council, bring the total membership to 30. One additional member was appointed by the Commissioner of Education and two were appointed by the Secretary of the Department of Health and Rehabilitative Services.

    By March 1 of each year, the Council was directed to report to the Governor, Commissioner of Education, Secretary of Health and Rehabilitative Services, Speaker of the House of Representatives, and President of the Senate.  The Council made recommendations and suggested outcomes and activities in keeping with their oversight role for the planning, implementation and coordination of prevention and early intervention initiatives to ensure quality services to children and their families.

    In 1999, the Legislature abolished the Council (Ch. 99-357, Laws) and established the State Coordinating Council for School Readiness Programs to provide ongoing guidance and expertise to the School Readiness Governing Board for formulating and reviewing state policy and to provide technical assistance to local coalitions.
