The Online Catalog allows searching and browsing of information about the Florida State Archives’ holdings of over 48,000 cubic feet of state and local government records and historical manuscripts. The catalog provides descriptions of over 3,400 collections and lists the contents of containers and folders in many of those collections. Biographical/Historical Note:     The Taxation and Budget Reform Commission was created by Article 11, Section 6 (adopted in 1988) of the Constitution of Florida.  It states that beginning in 1990 and each tenth year thereafter, there shall be established a taxation and budget commission.  The membership of the commission is to be appointed by the Governor (eleven members), the President of the Senate (seven members), and the Speaker of the House (seven members).  Four non-voting, ex-officio legislative members (two from each house, one from each party) are also appointed.  The commission was placed under the Board of Regents for administrative purposes (Ch. 90-203, s. 12, Laws).  The Florida Center for Public Management, Florida State University, provided staff support for the commission.
    The task of the commission was to investigate the fundamental elements of:  the revenue needs, collections, and expenditures processes; the tax structure; and the governmental efficiency and productivity of the state.  The commission established committees to carry out its charge.  They were: governmental services; planning and budgetary processes, procedures and structure; and finance and taxation.  The commission made recommendations to the Legislature and provided constitutional questions for the ballot in the general election of 1992.  A report of its review was published by the commission entitled "A Program for Reform of Florida Government." The commission ceased to function in 1992.
