The Department of Insurance was created in 1969 (Ch. 69-106, Laws) to assume the duties of the Insurance Commissioner's Office. The Department is headed by the Treasurer and Insurance Commissioner, an elected official who also serves as State Fire Marshall. The Department regulates all forms of insurance including rates and policy forms. It determines if companies are financially sound; tests and licenses all agents, solicitors, adjusters, and bail bondsmen; enforces the Insurance Code, the State Fire Marshal Law, the Firemen's and Police Officers' Retirement Fund, and the Liquified Petroleum Gas Law. In addition, the Department sponsors legislation for consumer protection and coordinates the state's property and casualty loss prevention self-insurance programs. Tom Gallagher was born in 1944 in Wilmington, Delaware, and moved to Florida in 1961. He received a Bachelor of Business Administration from the University of Miami in 1965. Gallagher, a Republican, was elected to the Florida House of Representatives in 1974 where he served until 1986, including two years as Minority Whip. He served as Treasurer and Insurance Commissioner from 1989 to January 1995.
Summary:
This series consists of the correspondence, memoranda and subject files from 1987 and 1994 of Treasurer and Insurance Commissioner, Tom Gallagher. The outgoing correspondence concerns consumers' problems and complaints with insurance companies; professional conferences and meetings; and Mr. Gallagher's roles as the State Treasurer, the State Fire Marshall, and a member of the Governor's Cabinet. A good deal of the correspondence concerns consumers' insurance claims and problems following Hurricane Andrew in 1992. A second, latter, accession includes much of the same type of material but adds Mr. Gallagher's Press Office Subject files, correspondence and some editorial clippings from 1992 and 1993 The incoming correspondence concerns similar matters, as well as the personnel and administration of the Dept. of Insurance; Mr. Gallagher's role in the Republican Party in Florida; and the insurance industry in Florida and in general. The incoming correspondence also consists of some personal notes and letters.
The subject matter of the memoranda, which is both incoming and outgoing, is similar to that of the correspondence. Much of the memoranda is internal within the Dept. of Insurance or with other Florida government agencies.
The subject files include information on professional associations, insurance law, Hurricane Andrew, and other issues related to the insurance industry.
