	Biographical/Historical:	Daniel Robert "Bob" Graham was the thirty-eighth Governor of Florida, serving two terms from January 2, 1979 to January 3, 1987. Graham was elected to the Florida House of Representatives in 1966 and then to the state Senate in 1970. The role of the Governor Graham's Office of Minority Affairs was to ensure minority access to and participation within state government programs, as well as to protecti minority rights and advance of minority-owned businesses and commercial enterprises. Marvin Darvies, a native Floridian from Bradford County, served as Special Assistant to Governor Graham in the Office of Minority Affairs. Darvies was a long-time civil rights leader who marched with Dr. Martin Luther King, Jr. while a student at Florida A&M University and took part in a series of boycotts in Tallahassee, St. Augustine, and Montgomery, Alabama. Darvies was also the state director of the National Association for the Advancement of Colored People during the 1960s and served as the official spokesman for the 138 NAACP branches in Florida until 1972. The Dr. Marvin Davies Florida Civil Rights Act passed in his honor in spring of 2003.
	Summary:	This series documents the administration and activities of the Governor's Office of Minority Affairs. The series consists primarily of correspondence of Office of Minority Affairs administrator Marvin Darvies regarding minority interests, rights, and advancements, including correspondence from individuals; community leaders; local, state, and federal organizations; religious institutions; state departments; and Florida universities. Much of the correspondence is between the Office of Minority Affairs and the NAACP. Also included are training materials and literature from conferences, councils, and expositions hosted by and for minority-owned businesses and associations, as well as gubernatorial appointments and drafts of bills and resolutions. The records also concern state employment of minorities; the Black Legislative Caucus; civil rights compliance; equal employment; affirmative action; immigration and naturalization; migrant farmer workers; minority voters; welfare; and housing.
