Biographical/Historical:     The Office of Executive Clemency was created in 1975 (Article IV, Section 8, 1968 Constitution; Rules of Executive Clemency, Appendix to Title 27, Florida Administrative Code).  It assumed the functions of the State Board of Pardons which was created in 1885. The Office was administered by the Dept. of General Services from 1975 until 1992 when it was transferred to the Florida Parole Commission (Ch. 92-279, Laws).  The Office of Executive Clemency acts upon recommendations for clemency from the Parole Commission and reports to the Legislature at the beginning of each session a record of all clemency granted.  The Governor, with approval of three members of the Cabinet, may grant full or conditional pardons, restore civil rights, commute punishment, and remit fines and forfeitures.
Summary:     The series contains the application case files of the State Board of Pardons from 1972 to 1975, and its successor agency, the Office of Executive Clemency, from 1976 to 2004.  The files contain individual applications for clemency, correspondence, reference letters, court papers and documents, and information on the final disposition of application.  This series is a continuation of application case files of the State Board of Pardons, Series S443.
