The Department of Labor and Employment Security was created in 1978 (Ch. 78-201, Laws). It assumed the duties of the Dept. of Commerce's Division of Labor and Division of Employment Security which were transferred to the new Department. It is the state counterpart to the U.S. Dept. of Labor. It administers federally-funded activities; labor organization registration; and several programs, including unemployment compensation, employment services, apprenticeship, worker safety, and workers' compensation insurance.
In 2000, the Agency for Workforce Innovation was formed by merging the Division of Workforce and Employment Opportunities and the Division of Unemployment Compensation (Ch. 2000-165, Laws). Funding was stopped on activities and programs not transferred to new agencies and the Department of Labor ceased functioning on July 1, 2002.
Summary:
This series contains correspondence and subject files from the Office of the Secretary of the Department of Labor and Employment Security during the administrations of Secretary Hugo D. Menendez (1986-1991), Douglas L. Jamerson (1996-1999), and Mary B. Hooks (1999-2002). The files contain incoming correspondence, memoranda, reports, labor statistics, and pamphlets and brochures on a wide variety of topics including: worker's compensation and unemployment compensation; job opportunities for the disabled and the handicapped; and job training, apprenticeship, and vocational education. Also of interest are files on professional organizations and conferences including: NAGLO, ICESO, IAPES, and the National Governor's Association; and specific projects, such as Workforce 2000. In addition to files on labor topics and organizations, there are also files on the U.S. Department of Labor and many of the Bureaus and Divisions contained in the Department of Labor and Employment Security. These are valuable because the files give insight to the decisionmaking process that guided the department throughout this time frame, as well as the relationship that existed between the state and federal government regarding labor programs.
Of primary interest to historians will be the various reports contained in the files dealing with job training, vocational training, drug-free workplace, worker's compensation, and employment of the handicapped and disabled.
