Philip "Phil" D. Lewis (1929-2012) was born in Omaha, Nebraska. His family moved to Chicago, Illinois, before settling in Palm Beach, Florida. Lewis graduated from St. Ann's High School in West Palm Beach and Georgetown University in Washington, D.C. He worked for his father in real estate and later became the owner-broker of Philip D. Lewis Real Estate in Riviera Beach (Palm Beach County), Florida.
Lewis had a prolific political career, serving in the Florida Senate from 1970 to 1980 and as President of the Senate from 1978 to 1980. During that time, he served on more than twenty committees and task forces, including as Chairman of the Water Management District Review Commission that helped create the South Florida Water Management District. He was also a member of the Board of Regents for higher education and co-founder of the nonprofit Florida Tax Watch, the state government watchdog that organized in 1979 as the Citizens Council for Budget Research.
Lewis remained active in public life after he left the legislature as a member, trustee, or director of various business and civic organizations. He was also philanthropist and devout Catholic. His last honor was in 2012 when Palm Beach County opened the Senator Philip D. Lewis Center, the first homeless resource center in the county.

This collection contains photographs, papers, scrapbooks, and video recordings documenting the political career and public service of Florida Senator Philip "Phil" D. Lewis. The bulk of the collection are photographs taken in the 1970s that depict Lewis in various capacities as senator: in the Senate chamber, speaking at events, with Florida governors, and with other senators. There are also photographs of Lewis at events such as Dempsey Barron's wedding at "The Ranch," the dedication ceremony of the National High Magnetic Field Laboratory (MagLab) in Tallahassee, the opening of the Philip D. Lewis Center in Palm Beach, and other unidentified events.
The papers consist of a variety of materials such as artwork, awards and certificates, biographical information, correspondence, news clippings and other publications, and an oral history interview transcript. The scrapbooks document Lewis's career as senator through photographs, news clippings, programs, notes, and other ephemera. The video recordings are of various Senate special events such as tributes, presentations, speeches, and parties.
