Biographical/Historical:     Martin Lee Anderson was a 14-year-old who died while incarcerated at the Bay County Sheriff's Office Boot Camp in Panama City, Florida. Anderson collapsed while performing required physical training at the camp, and security footage later released showed the guards using physical coercion when Anderson fell. When Medical Examiner Dr. Charles Siebert performed an autopsy and ruled that the teen died a natural death of complications from sickle cell trait, public outcry persuaded Governor Bush to order a second autopsy. The second pathologist ruled that Anderson died of suffocation caused by the coercive actions of the guards. Because of this case, the Florida Legislature voted to close the state's five juvenile boot camps and prohibited physical intervention against juvenile inmates.

Summary:     This series contains legal records that document the role of the General Counsel's Office in litigation with the Department of Juvenile Justice during the death investigation of teenager Martin Lee Anderson. The investigation included a review of policies and practices of the Bay County Sheriff's Office, the Department of Juvenile Justice, and the District Fourteen Medical Examiner's Office. The types of records include correspondence, investigative research and reports, pleadings, trial briefs and various other court documents related to the case. The records in this series provide background material on a case that substantially changed juvenile justice practices in Florida.
