Biographical/Historical:     The Florida Legislature created the Department of Education (DOE) in 1969 (Chapter 69-106, Laws of Florida). The DOE assumed the responsibilities of the State Department of Education (Ch. 19355, Laws) and its predecessor, the Department of Public Instruction (Ch. 1686, Laws). Since 1869, these education departments have supervised public education from kindergarten to graduate-level in Florida. The department carries out the policies and duties authorized by law or by the State Board of Education. It is headed by the Commissioner of Education who is the chief educational officer for the state.

    Within the Department of Education are the State and District Instructional Materials Councils. These councils are responsible for reviewing and evaluating instructional materials submitted for consideration by publishers and recommending selected titles to be placed on the state-adopted list of instructional materials for use by public schools.
Summary:     This series documents the processes through which the Instructional Materials Councils reviewed, evaluated and selected textbooks during the 1987-1988 and 1988-1989 fiscal years. The series includes publisher bids and proposals, council training materials, evaluation reports and ballot sheets, financial records of training and workshops, and various other administrative documents related to the functions of the State and District Instructional Materials Councils.
