Biographical/Historical:     The Private Investigative, Recovery and Security Advisory Council (PIRSAC), formerly the Private Security Advisory Council, was established in 1990 under Section 493.6104, Florida Statute. The council operates within the Florida Department of Agriculture and Consumer Services Division of Licensing. The council advises and makes recommendations regarding regulation of the private investigative, recovery and repossession, and private security industries. The rapid growth of these industries created a need for regulation to prevent untrained or unlicensed persons from working in these fields. By increasing regulation, the council aims to serve and protect public welfare.

    The council consists of 11 members who serve four-year terms and are appointed by the Commissioner of Agriculture. The council is required to contain one active law enforcement officer; an operator or owner of a business whom regularly contracts with Class "A", Class "B" or Class "R" agencies; two people from the private security profession, with one of these two members representing an agency with 20 or less security guards employed; two people from the private investigative profession, with one of these two members must represent an agency with five or fewer employed investigators; and one person from the repossession profession. The remaining four members may be drawn from any of the professions regulated by the council. Nine of the members of the council must be geographically distributed across the state.
Summary:     This series documents the official actions and decisions of the Private Investigative, Recovery and Security Advisory Council. The records include meeting minutes, agendas and background documentation concerning issues on the agendas. The records discuss issues such as travel, training of council members, training and licensing of recovery and security agents and private investigators, licensing fees, issuance of permits and legislation. The series also includes recordings of meeting minutes.
