Biographical/Historical:     The Office of the Secretary of State was created in 1845 to maintain the State's public records. In 1969 (Ch. 69-106, Laws), the Office of Secretary of State became part of the Department of State. The Secretary of State keeps records of all official acts of the Legislature and the Executive Department. The Secretary and the Department administer elections, public records, the Great Seal, and the Administrative Code; issue charters to corporations; and manage the state's library services, archives, cultural affairs, museum, and historic resources. The Secretary is the Chief Cultural Officer and the Chief Protocol Officer of the State. The post of Secretary of State was one of the elected Cabinet posts until January 3, 2003, the effective date of a 1998 constitutional amendment eliminating the office from the Cabinet and making the department responsible to the governor, with the Secretary of State position a gubernatorial appointment.

    Legislation of 1979 (79-322, SB 1208) transferred to the Department of State the Florida Folk Arts component of the Stephen Foster Memorial and authorized appointment of a Folk Life Director to oversee the program. The Florida Folk Life Program was charged to "identify, research, and develop Florida folk artists, performers, folklore, traditions, customs, and cultural heritage and make folk art resources, festivals, and folk life projects available throughout the state."

    The office was known as the Bureau of Florida Folklife Programs from ca. 1985 until it was re-organized in 1995.  The bureau operated under the Division of Historical Resources, coordinating the annual Florida Folk Festival and directing such programs as Folk Arts Apprenticeships, Folk Arts in Education, Folk Heritage awards, and numerous research and collecting projects and programs.  Today the Florida Folklife Program continues to implement most research, documentation, and presentation of Florida Folklife.

Summary:     This series contains correspondence to and from Secretary of State Sandra Mortham regarding the dissolution of the Bureau of Florida Folklife Programs and the reorganization of some of its functions within the Division of Historical Resources. The records contain notes, emails, correspondence and petitions signed by Floridians opposed to the elimination of the Bureau of Florida Folklife Programs and the responses provided by the Secretary of State.
