Biographical/Historical:     In 1967, the Florida Legislature passed a law that required state agencies and local governments (counties, municipalities, and special districts) to submit regular financial statements to a state budget and planning commission as soon as one was created (Ch. 67-251, Laws). Later that year, the Legislature established the State Planning and Budget Commission (Ch. 67-371, Laws), comprised of the Governor and several Cabinet members, as a successor to the Budget Commission created in 1921. In 1969, the Division of Planning and Budgeting was created under the Department of Administration and the commission continued to operate within the newly created Division (Ch. 69-106, Laws).

    The Division of Planning and Budgeting later split into two Divisions (Division of Planning and Division of Budget) under the Department of Administration, but local governments continued to address their financial reports to the State Planning and Budget Commission. In 1979, the Legislature transferred all responsibilities of the Division of Planning and the Division of Budget to the Executive Office of the Governor and therefore abolished both divisions (Ch. 79-190, Laws).

Summary:     This series contains the mandatory financial reports and audits from municipalities and special districts as well as some supporting correspondence to and from the State Planning and Budget Commission. This series also includes a folder of administrative files such as the blank letter and form sent to municipalities, lists of counties and their respective clerks of court, and copies of Chapter 67-251 (law requiring annual financial statements). The material in this series dates from 1966 to 1972, documenting the fiscal affairs of local governments in Florida during that time.
