W. D. Outman was the Washington Representative for the Dept. of Agriculture from 1945 to 1950. Previously, he was the Director of the Florida Economic Advancement Council's office in Washington, D.C. The Council was created in 1941 (Ch. 20510, Laws) to cooperate with the Florida Congressional delegation to promote Florida's industry, commerce, agriculture, tourism and other state economic features. The Council was abolished in 1945 (Ch. 22858, Laws). The Council's staff was transferred to the Dept. of Agriculture, and Outman became the Washington Representative.

This series contains the files maintained by W. D. Outman, as Director of the Florida Economic Advancement Council, from 1941 to 1945, and as Washington Representative for the Dept. of Agriculture, from 1945 to 1950. The Florida Economic Advancement Council files include reports, minutes, and correspondence between W. D. Outman and Council members, Governor Spessard Holland, Secretary of State R. A. Gray, Commissioner of Agriculture Nathan Mayo, and Attorney General J. Thomas Watson.
The bulk of the collection dates between 1945 to 1950. It includes correspondence, reports, chronological (reading) files, subject files, legislation, press releases, and newspaper clippings. There is correspondence from individuals and businesses seeking Outman's assistance in representing their interests in Washington.
