Biographical/Historical:     In 2000, Florida voters approved a constitutional amendment that mandated the construction of a high-speed transportation system that would allow for a high-speed train (exceeding 120 miles per hour) and railway system connecting the five largest urban areas of Florida with construction slated to start by November 1, 2003. In 2001, the Florida Legislature created the Florida High Speed Rail Authority (HSRA), a nine-member board responsible for managing the preliminary engineering and environmental assessments of the high-speed rail system (Ch. 2001-153, Laws of Florida). The HSRA proposed a system that would connect Tampa to Orlando, and then Orlando to Miami.

    In 2003, Governor Jeb Bush vetoed funding for the project but the HSRA continued with the federal funding it had already received. Governor Bush later endorsed a successful effort to repeal the constitutional amendment that mandated the railway's construction. Even though voters repealed the amendment in 2004, the legislature took no action regarding the Florida High Speed Rail Authority and the HSRA continued to meet and create plans for the future. However, with no funding, the project soon came to a halt.

Summary:     This series consists of planning files that document activities of the Executive Office of the Governor, Office of Planning and Budget/Tourism and Economic Development regarding the High Speed Rail Project. This series contains records pertaining to a variety of issues that affected the project, and includes correspondence to Governor Bush and between project members, newspaper articles about the project, and proposal plans for the High Speed Rail project from various companies.
