Biographical/Historical:     The Florida Legislature created the Department of Elder Affairs (DOEA) in 1991 to take over the powers, duties and functions of the Florida Commission on Aging (Laws of Florida, Ch. 91-115). The Department head is a Secretary appointed by the Governor; the DOEA's mission is to maximize opportunities for self-sufficiency and personal independence of Florida's elders and to plan, advocate, coordinate with other agencies, and administer programs and policies that assure accessible, responsive and comprehensive services and long-term care. The DOEA coordinates several federally and state-funded programs for the senior population and is advised by a 17-member Elder Affairs Advisory Committee appointed by the Governor. The Department is divided into five offices: Office of the Secretary, Division of Programs, Division of Management Information Systems, Division of Administration, and Office of Volunteer and Community Services.

Summary:     This series contains records that document the administrative responsibilities of the DOEA's Office of the Secretary. This series primarily documents the activities of Secretary Gema Hernandez (1999-2001), but includes some materials from her predecessor E. B. Lipscomb (1992-1999) and successor Terry White (2001-2005). The records in this series reflect the wide variety of operations and programs with which the department is involved. The records are mostly correspondence reading files, but there are also a few subject files and financial records.
