Biographical/Historical:     The Office of Policy and Budget (OPB) operates within the Executive Office of the Governor. OPB assists state agency heads in submitting to the Executive Office of the Governor and Legislature a strategic plan and performance report. Agencies are required to submit a strategic plan (F.S. 186.021(2)) and performance report (F.S. 186.022(8)) to the Office of Policy and Budget for review prior to submitting the final copy to the Governor and Legislature. The agency strategic plan (ASP) defines the directions an agency will take to fulfill its mission within the context of the State Comprehensive Plan and other statutory mandates and authorizations given to the agency. The performance report provides information for future agency planning. It allows the Governor's Office, Legislature, and other decision makers to gauge agency and state progress during the year by formalizing the evaluation cycle of the agency planning process.
Summary:     This series documents the Office of Policy and Budget's (OPB) responsibility for establishing guidelines and reviewing agency strategic plans and performance reports in planning for fiscal years 1999-2000 through 2003-2004. The records dates from 1998-1999 and include instruction guides for the agencies; materials for training sessions, including transparency films, handouts, agendas, and background material; draft copies of agency strategic plans; final drafts of agency strategic plans and performance reports; and correspondence between OPB and the state agencies.
