Biographical/Historical:     Section 365.171, Florida Statutes, Emergency communications number E911 state plan, sets forth the duties of the Department of Management Services in regard to developing, implementing, and coordinating the Enhanced 911 (E911) state plan and designates the secretary of the department or his or her designee as the director of the statewide E911 system.  The Department has a variety of responsibilities relating to statewide coordination of 911 and E911 services, including:

    -coordinating effective delivery of 911 services statewide
    -assisting counties on technical standards and operational capabilities
    -assisting counties with designing and implementing new systems
    -inspecting and certifying all Public Service Answering Points in compliance with the 911 Plan
    -assisting with county 911 coordinator training
    -monitoring the Florida Public Service Commission, Federal Communications Commission, and
        other regulatory entities on 911/E911 issues

      The State of Florida Wireless 911 Board was established by the Legislature in 1999 (Chapter 99-367, Laws of Florida) to make Florida a leader in wireless E911 provisioning and to ensure the development and implementation of comprehensive technologies to Florida wireless E911 users.  The 2007 Legislature changed the name of the Board to the E911 Board (Chapter 2007-78, Laws of Florida).  The Board's responsibilities under Section 365.172, Florida Statutes, Emergency communications number "E911," include:

    -receiving and distributing funds in accordance with Florida Statutes 365.172-173
    -reviewing and recommending evolving wireless E911 technologies
    -assisting local governments and wireless telecommunications providers in implementing
        technologies in a coordinated statewide manner
    -providing grants and aid to rural counties for implementing E911

Summary:     This series consists of agendas and minutes documenting topics of discussion and decisions made at meetings of the Wireless 911 Board (later the E911 Board) from the time of the Board's organizational meeting in December 1999.  The records are housed on one compact disk in PDF format.  Topics of discussion typically include Wireless Emergency Telephone System Trust Fund operations and audits; receipt and disbursement of funds; rural county grants; wireless 911 fees and fee refunds; wireless service provider cost recovery;  and administrative issues such as filling staff vacancies.
