Biographical/Historical: The predecessor to the Department of Management Services was the Department of General Services, created in 1969 (Ch. 69-106, Laws) to provide support services for state government including the building and maintenance of state buildings; bond financing; and the administration of purchasing, communications, security, and other services for state agencies.  The Department also administered the Office of Executive Clemency.
A second predecessor agency was the Department of Administration, created in 1969 (Ch. 69-106, Laws) to manage and direct state government.  The Department merged the State Planning and Budget Commission, the Career Service Council (renamed the Career Service Commission), the State Board of Pensions, and the State Personnel Board.  The Department was administered by a Secretary appointed by the Governor.  The Division of Administrative Hearings and the Florida Commission on Human Relations were independent entities attached to the Department for administrative purposes.  The Department originally administered the state personnel system for the Executive Branch including recruitment, selection, job classification, pay, benefits, discipline, attendance, and leave; administers the Florida Retirement System; assists veterans in receiving their benefits; bargains collectively on behalf of the Governor with state employee unions; and administers health insurance programs for all state employees.  In 1986 the Career Service Commission was dissolved (Ch. 86-163, Laws).
    In 1992, the Department of General Services was renamed the Department of Management Services (Ch. 92-299, Laws), and the Office of Executive Clemency was transferred to the Florida Parole Commission.  The Department of Administration was abolished and most of its functions were transferred to the new Department of Management Services.  The Florida Commission on Human Relations was transferred to the Office of the Governor.

    The Correctional Privatization Commission (CPC) was established by Section 957.03, Florida Statutes.  Repealing legislation effective July 1, 2005 (Chapter 2004-248, H 1875) required the Department of Management Services to assume the duties and responsibilities of the CPC and authorized the Department to enter into certain contracts, acquire contractual rights and obligations, and manage and enforce compliance with contracts of the CPC.
Summary:   This series comprises the central files of the Florida Correctional Privatization Commission as acquired by the Department of Management Services when it assumed the duties and responsibilities of that commission upon its dissolution effective July 1, 2005.  The series includes the commission's meeting files and commissioners' files and covers such topics as the property tax liability of privately-operated prisons; prison operating agreements between the commission and the Corrections Corporation of America; facilities construction; Prison Industries Enhancement (PIE) programs; and commission personnel information, including position descriptions and commissioners' application and appointment documentation.
