The Agency for Workforce Innovation (AWI) was established by Chapter 2000-165, Laws of Florida, to advance the economic well-being and self-sufficiency of all Floridians through early learning and workforce services. AWI was divided into three areas: early learning, unemployment compensation and workforce services. The Office of Early Learning, a division within the agency, provided oversight of Florida’s school readiness programs and was the lead entity for implementing the state’s successful Voluntary Pre-kindergarten program. AWI also partnered with Workforce Florida, Inc. in the Employ Florida network including 24 Regional Workforce Boards to deliver services through nearly 90 One-Stop Career Centers around the state. AWI was dissolved in 2011; its workforce and unemployment-related functions were transferred to the new Department of Economic Opportunity, and it's early learning functions were transferred to the Department of Education (SB 2156; Chapter 2011-142).
The Office of Early Learning (Chapter 411, F.S., School Readiness and Chapter 1002, Part V, F.S., Voluntary Prekindergarten) provided oversight of Florida’s school readiness programs; financial assistance programs for working families who are income eligible; quality, availability, and affordability of child care resource and referral services throughout the state; and was the lead entity for implementing the state’s successful Voluntary Prekindergarten (VPK) program, a public-funded education program for all four-year-old children.
The Florida Partnership for School Readiness was responsible for establishing rules regarding school readiness definitions; eligibility; parent fees; program standards; and reimbursement rates. The board's mission was to establish rules that gave consistent guidance and flexibility to the local school readiness coalitions. The School Readiness Board and the Rules Workgroup of the Florida Partnership for School Readiness held open forums and hearings in Tallahassee and five other locations throughout the State of Florida in 2002 to receive and record public suggestions and concerns regarding the proposed school readiness program rules.
The School Readiness Chairs worked to create an opportunity for dialogue between local school readiness coalitions and the staff of the Florida Partnership for School Readiness, to further share school readiness information, identify trends or issues, and develop recommendations for change.
Summary:
This series consists primarily of information packets and official transcripts of board meetings, workshops, conferences, hearings, and conference calls of the Florida Partnership for School Readiness with the Council for Readiness Chairs; the School Readiness Coalition groups; the Child Care Executive Partnership Board; the Technical Assistance Workshops; and the Rules Workgroup. These records were maintained by Ginger Tate, the Florida Partnership for School Readiness Education and Policy Specialist (Legislative and Public Affairs Specialist), Office of Early Learning, in the Agency for Workforce Innovation. The series documents issues discussed and decisions made by these boards regarding all aspects of their responsibilities, such as eligibility requirements for Head Start; Universal Pre-K programs; parent fees; program standards; reimbursement rates; literacy; Rilya Wilson Act; Healthy Start screening; the Teacher Education and Compensation Helps (T.E.A.C.H.) Early Childhood Project; and Home Instruction for Parents of Preschool Youngsters (HIPPY) program.
The series contains agendas; minutes; executive and interim executive director reports; board meeting notes; court reporter transcripts; correspondence; meeting packets; rule development guidelines; school readiness assessment reports; performance standards; House and Senate bills related to school readiness; budget requests; emails; committee reports (executive, strategic initiatives, program performance and accountability, communications, finance, and nominating); Auditor General/Office of Program Policy Analysis and Government Accountability (OPPAGA) reviews and updates; and inter-agency agreements.
