Born in Hampton Beach, New Hampshire, Donn Dughi moved with his parents to Florida in 1935 and grew up in St. Petersburg, where his father was a druggist and his mother practiced cosmetology. After starring in baseball and football in high school, Dughi briefly attended the University of Florida before being drafted to serve in the Korean War, after which he was decorated for his combat service as a Marine rifleman. After the war, Dughi attended Florida State University as a creative writing student.

After graduating from FSU, Dughi became a writer for Tallahassee television station WCTV and then, from 1963-1970, a cameraman, shooting scenes from the Capitol building for the station's coverage of the legislature. In 1970, Dughi joined UPI as a photographer, working for its Tallahassee bureau until it dissolved in 1991, when he joined the Associated Press for a year. In 1992, Dughi became official photographer for the Florida House of Representatives, where he remained until he retired in 2001.
