Terms Governing Use:
Biographical/Historical:     John Ellis "Jeb" Bush, the forty-third Governor of Florida, began his gubernatorial term on January 5, 1999.  In 2003, Bush took the oath of office for his second term, having defeated Democrat Bill McBride for re-election.
After graduating from the University of Texas in Austin, Jeb Bush pursued a banking career in Houston, Venezuela and back to Houston.  Bush was convinced to come to Florida from Texas in 1980 by builder Armando Codina.  Prior to being elected Governor, Bush served as president and chief operating officer of the Miami-based Codina Group, a real estate development company, and was active in civic and political affairs.  He established the Foundation for Florida's Future and volunteered to assist the Miami Children's Hospital, the United Negro College Fund of South Florida, the United Way of Dade County, and the Dade County Homeless Trust.  In 1995, he wrote "Profiles in Character," a book profiling 14 of Florida's civic heroes.  Bush served as Florida's Secretary of Commerce under Governor Bob Martinez and he was the Republican nominee for governor in 1994.  He has been married to Columba Garnica Gallo, a native of Leon, Mexico since 1977 and they have three children, George, Noelle and John Ellis, Jr.
Summary:     This series consists of electronic mail messages and attachments between Governor Bush and his staff and advisors and others offering to serve on his staff or to provide policy advice or seeking assistance.  The e-mails indicate the Governor's general policy stances, but little detailed policy development information, on the full variety of issues dealt with by the Governor's Office.  Topics covered include issues of ongoing interest and concern such as state education policy (including school vouchers, statewide standardized testing, etc.); health care; environmental protection and Everglades restoration; crime, law enforcement, death penalty reform, and faith-based prisons;  privatization of state government functions and downsizing of state agencies and employment; disaster response, relief, and recovery, both in the United States and abroad; and numerous other issues.  Included is discussion of major current events and controversies such as the custody and immigration status of 5-year-old Elian Gonzalez, who survived a November 1999 escape from Cuba in which his mother died; the contested Presidential election of 2000; the September 11, 2001 terrorist attacks and subsequent security activities and military operations; the loss of the Space Shuttle Columbia and its crew during re-entry on February 1, 2003; and the removal of Terri Schiavo's feeding tube and her subsequent death in 2005.
The messages are from the personal e-mail account which Governor Bush used for state government business as well as for private and political activities.  Governor Bush personally read, and sometimes briefly responded to, these messages.  Prior to transfer to the State Archives, former Governor's Office staff removed messages that they identified as being private, non-public record e-mails.
