Biographical/Historical:     The Marine Fisheries Commission was established in 1983 (Ch. 83-134, Laws of Florida; section 370.026, Florida Statutes) to exercise rulemaking authority over marine life.  The authorizing legislation delegated to the Commission "full rulemaking authority over marine life, with the exception of marine aquaculture products produced by an individual certified under s. 597.004 and endangered species, subject to final approval by the Governor and Cabinet sitting as the Board of Trustees of the Internal Improvement Trust Fund."  The Commission's rulemaking extended over areas such as gear specifications and prohibited gear; bag limits; size limits; species that may not be sold; protected species; closed areas, except for public health purposes; quality control in certain areas; seasons; and special considerations relating to eggbearing females.

    As the result of a constitutional amendment passed in the November 1998 elections, effective July 1, 1999 the Fish and Wildlife Conservation Commission was established (Article IV, Section 9, Florida Constitution), merging the Florida Game and Fresh Water Fish Commission and the Marine Fisheries Commission into one body with responsibility for conserving the state's fresh and saltwater aquatic life and wild animal life.  Several marine-related programs administered by the Department of Environmental Protection, such as the Florida Marine Patrol, the Florida Marine Research Institute, and manatee and sea turtle programs, were also merged into the commission.
Summary:     This series contains the official minutes and agendas of the Marine Fisheries Commission from its first organizational meeting in September 1983 to its 1999 merger with the Florida Game and Fresh Water Fish Commission to form the Florida Fish & Wildlife Conservation Commission.  The minutes discuss the various issues before the Commission, such as fisheries policy and management, marine research, restricted species, commercial fishing interests, and federal regulations.  The minutes contain passing references to, but no substantial discussion of, the 1999 merger into the Fish & Wildlife Conservation Commission.
