The Postsecondary Education Planning Commission was created by Executive Order 80-67 on July 30,1980 and given statutory authority in 1981 (ss.3, 6, Chapter 81-162, Laws of Florida). The responsibilities of the Commission were to coordinate the efforts of postsecondary institutions and provide independent policy analyses and recommendations to the State Board of Education and the Legislature. A major responsibility of the Commission was preparing and updating every five years a master plan for postsecondary education. The Commission was reenacted in 1991 (Chapter 91-8, Laws of Florida, Senate Bill 418) following a Sunset Review.
The State Legislature abolished the Postsecondary Education Planning Commission in 2001 (Chapter 2001-170, Laws of Florida, SB 1162; section 229.003(5)(e,f,g), Florida Statutes) and transferred its functions to the newly created Council for Education Policy Research and Improvement, a nine-member board assigned to the Office of Legislative Services ((Chapter 2002-387, Laws of Florida; section 229.0031, Florida Statutes, renumbered to s. 1008.51, F.S. as part of an Education Revisor's Bill, s.395, Chapter 2002-387, Laws of Florida). The Council board members were appointed by the Governor, President of the Senate, and Speaker of the House. The Council was required to develop a long range master plan for education and to provide state policymakers, educators, and the public with objective and timely information supporting a seamless K-20 education system and the K-20 accountability process designed to provide all students an opportunity for a high quality education.
The 2005 Legislature did not provide funding for the Council. In July 2005, remaining staff and equipment of the Council were transferred to the Office of Program Policy Analysis and Government Accountability, and the Council ceased operation in January 2006.
Summary:
This series consists of reports and studies of the Council for Education Policy Research and Improvement and its predecessor agency the Post-Secondary Education Planning Commission. The reports primarily relate to postsecondary education and cover a variety of areas such as facilities, financing and costs, access by minorities and the disadvantaged, progress toward implementing recommendation of master plans and the role of community colleges. Most of the reports are in unbound camera-ready form, but final printed versions and a few drafts are also included.
