Terms Governing Use:
Biographical/Historical:     Florida Counts and Project 2000 were special activities initiated by Governor Jeb Bush and overseen by Scott McPherson. McPherson was the information chief of the Republican Party of Florida and served in the State Office of Technology and as the Chief Information Officer of the Florida House of Representatives. Florida Counts was an effort to ensure a fair and accurate count of the people of Florida in the 2000 decennial Federal Census. Project 2000 was an effort to ensure the readiness of state and local Florida authorities to withstand the predicted effects of the "Y2K Bug" on computers and the various systems they controlled.

    The dual efforts of Florida Counts and Project 2000 shared many of the same types of activities in their outreach and distribution of information to state agencies and the people of Florida. The Florida Counts project also brought the state into some conflict with the federal government over whether or not the Census Bureau's field offices were using proper techniques to count all the inhabitants of the state.

Summary:     This series documents the state's activities in both the Florida Counts and the Project 2000 projects. It includesY2K preparation and readiness materials such as surveys and reports; correspondence with federal, state, and local agencies; and public relations materials such as press releases, presentations and advertisements. Notable in the Florida Counts records is correspondence regarding Florida's conflict with the federal government over proper techniques to ensure a full count of all state residents. The Project 2000 records reflect the special efforts of the state to assure its localities were prepared for the predicted consequences of computer malfunctions thought likely to occur when the date rolled over to the year 2000.
