Biographical/Historical:     The Department of Insurance was created in 1969 (Ch. 69-106, Laws) to assume the duties of the Insurance Commissioner's Office. The Department was headed by the Treasurer and Insurance Commissioner, an elected official who also served as State Fire Marshall.  The Department regulated all forms of insurance including rates and policy forms.  It determined if companies were financially sound; tested and licensed all agents, solicitors, adjusters, and bail bondsmen; enforced the Insurance Code, the State Fire Marshal Law, the Firemen's and Police Officers' Retirement Fund, and the Liquified Petroleum Gas Law.  In addition, the Department sponsored legislation for consumer protection and coordinated the state's property and casualty loss prevention self-insurance programs.
A 1998 constitutional amendment consolidated the office of Comptroller and Treasurers into an office titled Chief Financial Officer which became effective in January 2003.
Summary:     The strategic plans covered 5 year periods and typically consisted of mission statements, executive summaries, priority issues and comprehensive plans. The priority issues made up the bulk of strategic plans and touched on many issues including: enhancing employee team work, increasing employee safety in the work place, prosecution of those who violate the insurance code, managing state's funds in a complex marketplace, use of information technology to improve productivity, identification of insurance company insolvency, minimize the impact of high loss catastrophes, maintaining a stable and competitive insurance market, ensure protection to consumers against losses from fires, explosions, threat of arson or unsafe liquefied petroleum gas systems.
