Biographical/Historical:     The State Legislature established the Council for Education Policy Research and Improvement (CEPRI) in 2001 (Chapter 2002-387, L.F.).  The Postsecondary Education Planning Commission (PEPC) was subsequently abolished (Chapter 2001-170, Laws of Florida, SB 1162, Florida Statutes 229.003(5)(e,f,g) and its functions were transferred to the newly created council.  The council was a nine-member board appointed by the Governor, President of the Senate and Speaker of the House, assigned to the Office of Legislative Services (s. 229.0031, F.S.).  The Council was required to develop a long range master plan for education and to provide state policymakers, educators and the public with objective and timely information that supports the seamless K-20 education system and the K-20 accountability process designed to provide all students an opportunity for a high quality education.  In 2002, the statutory authority of the Council was renumbered to s. 1008.51, F.S. as part of an Education Revisor's Bill (s.395, Chapter 2002-387, Laws of Florida).  The 2005 Legislature did not provide funding for the Council.  In July 2005, remaining staff and equipment of the Council were transferred to the Office of Program Policy Analysis and Government Accountability and the Council ceased operation in January 2006.
Summary:     This series primarily contains the meeting agendas and minutes from the Council for Education Policy Research and Improvement from September 2001 to August 2005 and its predecessor agency, Council for Post-Secondary Education Planning Commission, from 1980 to 1994. In addition, the series contains small amounts of other records documenting such issues as unintended consequences of class sizes, in-service education costs and accountability, and Initiative 3, a policy proposal issued by the council, which was designed to ensure the Florida's educational system had the highest quality leadership.
