The catalog provides descriptions of over 3,400 collections and lists the contents of containers and folders in many of those collections. Biographical/Historical:     The Work and Gain Economic Self-Sufficiency (WAGES) program was established during the Florida Legislature's major overhaul to the state's welfare system in the spring of 1996 (Chapter 414, F.S.).  The WAGES program provided short-term financial assistance and child care to working poor and at-risk families, linked clients to job services, helped clients collect child support, and provided  financial assistance to needy people who were not able to work and ineligible for the WAGES program.  In October of 2000, the Florida Workforce Innovation Act, Senate Bill 2050, substantially redefined Florida’s welfare delivery system by replacing the former WAGES program with the Welfare Transition (WT) program.

    During the 1997 Regular Session, the Legislature authorized the Office of Tourism, Trade, and Economic Development (OTTED) to award not more than four pilot, matching job training grants designed to encourage innovative, cost-efficient, and performance-based training proposals with particular emphasis on training opportunities related to the Work and Gain Economic Self-Sufficiency program.
