The Online Catalog allows searching and browsing of information about the Florida State Archives’ holdings of over 48,000 cubic feet of state and local government records and historical manuscripts. The catalog provides descriptions of over 3,400 collections and lists the contents of containers and folders in many of those collections. Biographical/Historical:     The Department of Management Services (DMS) is the business arm of Florida government.  In 1992 the Department of Administration and Department of General Services merged to form the Department of Management Services.  This combined agency was formed to improve services and reduce administrative overhead.  The DMS is organized into five program areas: Support, Information Technology, Facilities, Work Force and Administration.  DMS helps state agencies and local governments deliver front line services, providing essential tools for managers to manage effectively and employees to work efficiently.
    Support Services are designed to provide best value in purchasing and fleet management.  Services include negotiation of state term contracts; coordination of the federal surplus property program; aircraft operations and maintenance; vehicle operations and maintenance.  The Division of Fleet Management and Federal Property Assistance provides management, purchase, and disposal of aircraft, motor vehicles, watercraft, and other related equipment.

    Information Technology provides technology services to better serve the state and its customers including mainframe computing and technical services; development and operation of the Florida Communities Network; network and open systems development; voice, data and video communication services via the SUNCOM network; radio communication consulting; engineering and consulting support on phone and data service requirements; and operation of the state's video teleconferencing network.  Information Technology also oversees statewide technology efforts such as personnel and purchasing systems.

    Facilities offers services aimed at creating work environments that increase employee productivity while reducing costs.  Services include managing and maintain all state owned office complexes; developing building construction programs including the development of high performance prototype office complexes; assisting state agencies in leasing office space from the private sector; coordinating employee parking at state-owned facilities; and providing security for state-owned buildings.

    Workforce has the responsibility for the state personnel system including coordination of insurance benefits for state employees and their families; establishment of classification and pay plans for state workers; coordination of state collective bargaining and labor relations negotiations; placement and operation of state-owned child care facilities

    The Department also houses the Office of Supplier Diversity (OSD) whose function is to improve business and economic opportunities for Florida's women-owned and minority-owned businesses.  Also in-house is the Americans With Disabilities Working Group (ADAWG) which provides information, referrals, education, and recommendations for compliance and implementation of the ADA and other disability rights laws in order to increase the independence and quality of life for citizens of Florida with disabilities.
Summary:     This series consists of surveys, reports, correspondence, memos, and other records documenting  the 1999 study conducted by the Department of Management Services for the possible elimination and/or sunset of some of the state's boards, councils and commissions.  Survey forms were sent to each state agency, their board chair and/or vice chair, and also the agency's stakeholders.  Completed surveys were used to evaluate the purpose and effectiveness of each agency's boards, councils and commissions, and the possible adverse impact of eliminating a board, council or commission.  A final report of the survey results was submitted to the Governor.
