	Biographical/Historical:	The Office of the Secretary of State was created in 1845 to maintain the State's public records. In 1969 (Ch. 69-106, Laws), the Office of Secretary of State became part of the Department of State. The Secretary of State keeps records of all official acts of the Legislature and the Executive Department. The Secretary and the Department administer elections, public records, the Great Seal, and the Administrative Code; issue charters to corporations; and manage the state's library services, archives, cultural affairs, museum, and historic resources. The Secretary is the Chief Cultural Officer and the Chief Protocol Officer of the State. The post of Secretary of State was one of the elected Cabinet posts until January 3, 2003, the effective date of a 1998 constitutional amendment eliminating the office from the Cabinet and making the department responsible to the governor, with the Secretary of State position a gubernatorial appointment. When this change became effective, the Department's Division of Licensing, which served to license public agencies (private detectives, security guards, charitable and consumer protection organizations), was transferred to the Dept. of Agriculture and Consumer Services.
	Summary:	This series documents the public activities of Secretary of State Glenda Hood from 2003-2004 and includes Secretary Hood's schedules, press statements, and speeches. The records were printed out from electronic files, primarily Microsoft Word documents, maintained by Secretary Hood's Deputy Chief of Staff Christina Johnson. Deputy Chief of Staff Johnson also maintained files provided by Department of State Communications Director Bill Spann consisting of speeches delivered by Glenda Hood from 1997-2000 while Mayor of Orlando. Those speeches are also included in this series.
