Biographical/Historical:     The Office of the Secretary of State was created in 1845 to maintain the State's public records.  In 1969 (Ch. 69-106, Laws), the Office of Secretary of State became part of the Department of State.  The Secretary of State keeps records of all official acts of the Legislature and the Executive Department.  The Secretary and the Department administer elections, public records, the Great Seal, and the Administrative Code; issue charters to corporations; and manage the state's library services, archives, cultural affairs, museum, and historic resources.  The Secretary is the Chief Cultural Officer and the Chief Protocol Officer of the State.
    The post of Secretary of State was one of the elected Cabinet posts until January 3, 2003, the effective date of a 1998 constitutional amendment eliminating the office from the Cabinet and making the department responsible to the governor, with the Secretary of State position a gubernatorial appointment.  When this change became effective, the Department's Division of Licensing, which served to license public agencies (private detectives, security guards, charitable and consumer protection organizations), was transferred to the Dept. of Agriculture and Consumer Services.
Summary:     Electronic files of Secretary of State Ken Detzner, October 2002-March 2003, consist primarily of electronic mail but also include some draft correspondence and other text files documenting activities and issues of concern during the transition of the Office of Secretary of State from an elected Cabinet office to an appointed office.  The records discuss proposals for reorganization of the Department of State, merger with the Department of Community Affairs, and relocation of the State Library's circulating collection; voting reforms in the wake of the controversial 2000 Presidential Election and election process issues in Broward County; and routine administrative and operational matters (meeting appointments, telephones messages, staff absences, etc.).
