The Office of the Secretary of State was created in 1845 to maintain the State's public records. In 1969 (Ch. 69-106, Laws), the Office of Secretary of State became part of the Department of State. The Secretary of State keeps records of all official acts of the Legislature and the Executive Department. The Secretary and the Department administer elections, public records, the Great Seal, and the Administrative Code; issue charters to corporations; and manage the state's library services, archives, cultural affairs, museum, and historic resources. The Secretary is the Chief Cultural Officer and the Chief Protocol Officer of the State. The post of Secretary of State was one of the elected Cabinet posts until January 3, 2003, the effective date of a 1998 constitutional amendment eliminating the office from the Cabinet and making the department responsible to the governor, with the Secretary of State position a gubernatorial appointment. When this change became effective, the Department's Division of Licensing, which served to license public agencies (private detectives, security guards, charitable and consumer protection organizations), was transferred to the Dept. of Agriculture and Consumer Services.
Summary:
This series consists of electronic mail messages received by the Office of Secretary of State, the Division of Elections, and other Department of State offices in the wake of the controversial 2000 Presidential Election. As the volume of e-mails received quickly grew beyond the capacity of user e-mailboxes, the Department's information technology staff directed the messages to a separate directory nicknamed "E-Night." The messages in this series are those that were directed to the E-Night directory and that were subsequently converted to HTML by Department of State information technology staff before being transferred to the State Archives several years later.
Citizens sent messages expressing confusion regarding the election results, dismay that current information was not available on the Department's Web site (which crashed as many thousands of people simultaneously attempted to access election information), and support for or, less frequently, opposition to the decisions of Secretary of State Katherine Harris regarding recounts and certification deadlines.
Specific issues raised in the messages include the process of hand counting contested ballots; requests for a re-vote in the state of Florida; concern about voter irregularities in the state; the controversial butterfly ballot used by various counties in the state, and the handling of military absentee ballots.
