Legislation in 1979 (79-322, SB 1208) transferred the Florida Folk Arts component of the Stephen Foster Memorial to the Florida Department of State. Operating as the Bureau of Florida Folklife Programs from ca. 1985 until 1995, the Bureau coordinated the annual Florida Folk Festival and directed such programs as Folk Arts Apprenticeships, Folk Arts in Education, Folk Heritage awards, annual research surveys and numerous other projects and programs. From 1995 through June 30, 2021, the renamed and reorganized Florida Folklife Program continued the majority of these operations from within the Division of Historical Resources, Bureau of Historic Preservation in Tallahassee. During the 1995 reorganization, the State Archives of Florida acquired the Florida Folklife Collection from the Bureau of Florida Folklife Programs’ previously maintained Florida Folklife Archives. Legislation in 2021 (2021-71, L. O. F., HB 909) transferred the Florida Folklife Program and its operations from the Division of Historical Resources to the newly renamed Division of Arts and Culture, previously the Division of Cultural Resources, effective July 1, 2021. The program is charged to "identify, research, interpret, and present Florida folk arts, artists, performers, folklore, traditions, customs, and cultural heritage and make folk cultural resources and folklife projects available throughout the state."
The Folk Arts in Educaton project in Duval County, a cooperative enterprise involving the Duval County School System and the Florida Folklife Program, started in 1984 with intial funding from the National Endowment for the Arts. The project's central goal was to provide students of Duval County Public Schools with a greater awareness of local traditions and a sense of place, and was designed to complement the existing Florida Studies component of the social studies curriculum. The project was organized to proceed in four phases. The first consisted of field research to identify local traditions and folk artists for classroom visits, preparatory teacher orientation, and the evaluation of current Florida Studies curricula. The second phase was devoted to a series of five two-day seminars to acquaint teachers with the use of folklore and folk arts in the classroom. The third phase consisited of in-school programs conducted by a folklorist, which included visits by local folk artists. In the final phase the results were evaluated and summarized.
Folklorist David Taylor initiated and conducted the program from 1984 to 1986. After a year of inactivity Gregory Hanson re-established the program using federal Chapter II funds. The program was originally aimed at elementary and junior high schools, but later focused on just the fourth grade. Also, the in-school programs were originally two weeks, but later lasted only one week. The highly successful project was rated as "a model for the nation" by the National Endowment for the Arts. Since 1990 emphasis has been on teacher training, including such projects as P.E.O.P.L.E. (Providing EveryOne Positive Learning Environments).
Summary:
This series consists of general correspondence, memos, clippings, reports and grant proposals that pertain to the intiation of the Duval County Folk Arts in Education project. In addition there are pamphlets, reports, and other information from previous Folk Arts in Education projects in the state of Florida that were used as references for this project. Also included in this series are tests, evaluations and correspondence that relate to the two-day seminars for teachers on the use of folklore and folk arts in the classroom. A final report from David Taylor concludes this series.
