Legislation in 1979 (79-322, SB 1208) transferred the Florida Folk Arts component of the Stephen Foster Memorial to the Florida Department of State. Operating as the Bureau of Florida Folklife Programs from ca. 1985 until 1995, the Bureau coordinated the annual Florida Folk Festival and directed such programs as Folk Arts Apprenticeships, Folk Arts in Education, Folk Heritage awards, annual research surveys and numerous other projects and programs. From 1995 through June 30, 2021, the renamed and reorganized Florida Folklife Program continued the majority of these operations from within the Division of Historical Resources, Bureau of Historic Preservation in Tallahassee. During the 1995 reorganization, the State Archives of Florida acquired the Florida Folklife Collection from the Bureau of Florida Folklife Programs’ previously maintained Florida Folklife Archives. Legislation in 2021 (2021-71, L. O. F., HB 909) transferred the Florida Folklife Program and its operations from the Division of Historical Resources to the newly renamed Division of Arts and Culture, previously the Division of Cultural Resources, effective July 1, 2021. The program is charged to "identify, research, interpret, and present Florida folk arts, artists, performers, folklore, traditions, customs, and cultural heritage and make folk cultural resources and folklife projects available throughout the state."
The Folk Arts in Education pilot project in Hillsborough County was designed to expand the content and scope of social studies and art classes by including the study of local folk cultures. The project was co-sponsored by the Florida Folklife Program, the Arts Council of Tampa, and the Hillsborough County School System and was funded by a matching grant from the National Endowment for the Arts. Under the direction of folklorist Dwight Devane Jr., fourth through eighth grade classes from five chosen schools were introduced to local and ethnic folk artists who were considered representitive of the Hillsborough County region. The project organized a period of folklife field research, preparatory teacher/student workshops, and the development of classroom materials before the folk artists visited the schools. The objectives were that the students distinguish the differences between "elite," "popular," and "folk" art; recognize the folk traditions of their own group to which they belong; and demonstrate knowledge of both the specific types of folk groups that exist in Hillsborough County and the broad categories of oral folklore, social folk customs, material folk culture, and folk art. This project was the first of its kind in Florida and enabled the Folklife Program to design "new curriculum approaches and materials for use in schools throughout the state."
Summary:
This series consists of reports, releases, interviews and field notes that pertain to the Traditional Arts in Education pilot project in Hillsborough County. The final report for this project was expanded by Dwight DeVane and Ormond Loomis and published as a guide for future folk arts programming in Florida schools. This guide includes bibliographies and compilations of folk medicine and other folklore by students. In addition, students at Trapnell Elementary contributed under separate cover a book of string art. Also included in this series are notes, correspondence, applications, and other information related to this and other grants from the National Endowment for the Arts.
